Defense Seeks Small Business Solutions

The U.S. Department of Defense has released its FY2008.1 solicitation for its Small Business Innovation Research (SBIR) program. Between now and December 9, communication can occur with the technical points of contact if you have questions about specific research topics. The DoD will begin accepting proposals on December 10, at which time the agency “goes dark” and direct contact with topic authors is not allowed. The deadline for proposals is January 9, 2008 at 6:00 a.m. EST.
Components of DoD that have topics included in this solicitation are Air Force, Army, Navy, the Office of the Secretary of Defense, Chemical & Biological Defense Program, Defense Threat Reduction Agency, and Special Operations Command. Each of these component agencies has policies and procedures that replace the general DoD program guidelines. Examples include variations in proposal page counts, award dollar amounts and the like. Those interested in particular topics need to closely read and follow the issuing agency’s proposal instructions.
The Department of Defense operates the SBIR program with the largest budget for small business research awards. DoD seeks solutions to problems and needs within its structure. For that reason, topics are narrow in focus. To be competitive, a small business must address the agency’s needs as defined by a topic description. As a procurement agency, DoD offers successful SBIR participants the potential for future contract awards if SBIR research produces solutions that the DoD wants.
