Small Business Research Opportunities at NOAA

The National Oceanic and Atmospheric Administration (NOAA) issued its FY 2008 Small Business Innovation Research (SBIR) program solicitation on October 17, 2007. Entrepreneurs with research capabilities that match NOAA's topic interests must submit Phase I proposals (in paper form) for receipt by 4 p.m. EST on January 23, 2008. Proposals must be focused on technological innovations that present opportunities for new commercial products, processes or services.
NOAA expects to issue about 10 six-month contracts that will begin in July 2008. NOAA's fixed-price Phase I awards range up to a maximum of $95,000. About one-third of Phase I awardees likely will receive Phase II awards of up to $400,000. The agency's research topics are described in detail in this year’s solicitation. NOAA’s research interests fall within 4 primary subject areas:
— Ecosystems (17 subtopics),
— Climate (3 subtopics),
— Weather and Water (1 subtopic),
— Commerce and Transportation (5 subtopics).
It is valuable to look at topic titles to understand the broad range of research opportunities available to small businesses within these subjects. For example, topics in this solicitation include research opportunities related to sensors, software, measurement systems, and various devices.
