NOAA Seeks Small Business Research Projects

The National Oceanic and Atmospheric Administration (NOAA) issued its FY 2007 Small Business Innovation Research (SBIR) program solicitation on October 3, 2006. Entrepreneurs with research capabilities that match NOAA's topic interests must submit Phase I proposals (in paper form) for receipt by 4 p.m. EST on January 17, 2006. Proposals must be focused on technological innovations that present opportunities for new commercial products, processes or services. NOAA will give a high priority, where feasible, to proposals directed toward innovations that will aid the U.S. manufacturing sector.

NOAA expects to issue about 16 six-month contracts that will begin in July 2007. NOAA's fixed-price Phase I awards range up to a maximum of $95,000. About one-third of Phase I awardees likely will receive Phase II awards of up to $400,000. The agency's research topics are described in detail in this year’s solicitation. NOAA’s research interests fall within 4 primary subject areas:
— Ecosystems (17 subtopics),
— Climate (7 subtopics),
— Weather and Water (10 subtopics),
— Commerce and Transportation (4 subtopics).

It is valuable to look at topic titles to understand the broad range of research opportunities available to small businesses within these subjects. For example, at least 4 topic titles relate to sensors. Educational materials and curriculum are the focus of 2 topics. Airborne radar and remote sensors figure into 4 topics. Power supply, alternative fuel sources and sub-surface oil detection also are the subject of NOAA topics.
