Business Licensure – Part II: Local Business Licenses

Small business owners should understand that there are penalties for operating a business without a license. In Little Rock, businesses can be fined up to $500 for operating without a license. Generally, owners are given ample opportunity to apply and pay for a license before being prosecuted.

Most small cities or rural parts of Arkansas may not require a business or privilege license. To determine it one is expected, first contact your city hall and ask to speak to the city clerk. If your business is outside the city limits, contact the county clerk at your county courthouse.

According to the City of Little Rock, municipalities oftentimes catch unlicensed businesses by following-up on advertisements that the owners place in newspapers or on television. Also, competitors can be a reliable source for tipping off city collectors.
